The research proposal to find the perpetrators of 22 civilians

ANKARA - HDP Şırnak MPs submitted a Parliamentary research proposal for the perpetrators of 22 civilians who lost their lives in the curfews declared between September 4-12, 2015 in Cizre district to be determined.
 
Peoples' Democratic Party (HDP) Şırnak MPs Nuran İmir, Hüseyin Kaçmaz and Hasan Özgüneş, submitted a parliamentary research proposal for the investigation of the violations of the right to lives of 22 civilian citizens during the curfews declared by the Şırnak Governorate between September 4-12, 2015 in the Cizre district of Şırnak.
 
In the justification of the proposal, it was emphasized that 22 citizens lost their lives in the dates and that despite 7 years have passed, no results could be obtained from the lawsuits and investigations. In the proposal, it was stated that a permanent search warrant was issued for the cases filed regarding the incidents in which 22 Kurdish civilians lost their lives during the police operations between September 4-12, the first of the four curfew announced in the Cizre district of Şırnak, and it was claimed that the perpetrators could not be found.
 
10-YEAR-OLD CAGIRGA WAS MURDERED
 
In the motion, in which it was noted that 9 files were dismissed and 6 of them were left on hold, despite clear evidence, witness statements and reports of human rights organisations in the deaths during the curfews, the developments regarding the 10-year-old Cemile Çağırga who lost her life as a result of the fire opened by the law enforcement officers in front of their house in the Cudi District of Cizre, Mehmet Erdoğan (75) and 21-year-oldMehmet Emin Levent were summerised.
 
'DAVUTOĞLU APPLIED PRESSURE ON THE JUDICIARY'
 
Reminding that most of the civilians who lost their lives were elderly and children, the proposal read, “The prime minister of the time, Ahmet Davutoğlu, tried to put pressure on the judiciary by claiming that not a single civilian lost their lives during the curfew in Cizre. After the directives they received, the judicial authorities tried to declare the civilians who lost their lives as members of a terrorist organisation in order to cover up the deaths."

'IT SHOULD NOT BE FORGOTTEN THAT IT WAS A CRIME AGAINST HUMANITY'
 
The proposal continued as follows: "“Even though 7 years have passed since the events, there are still no results from the courts. The number of administrative lawsuits filed for deaths occurring during the operations of the security forces in areas where curfews are implemented and their current outcomes should be investigated. It should not be forgotten that what happened in cases where dozens of investigations were inconclusive and most of them resulted in non-prosecution is not only unlawful but also a crime against humanity. It cannot be concluded with impunity by declaring these crimes against humanity as unsolved and covering it up. It is essential to establish an Investigation Commission in order to determine these human rights violations and to determine the measures to be taken, so that a healthy legal process can be run for the cases regarding those who lost their lives during and after the curfews that took place 7 years ago, these unlawfulness must be ended, and the judiciary must operate in a transparent manner."
