Ö.S (14), Ş.Y (16) ad O.D (17) who were taken under custody in Hacıbekir Neighborhood of Van, was tortured both during the detention period and in the police station where they were brought, and Van Bar Association filed a criminal complaint about the incident. 7 months after the investigation, the prosecutor's office finally asked for the images but the Van Governer's office did not send the images claiming there were no torture.

It has been learned that the Chief Public Prosecutor has asked for a copy of the file so far, but did not request witness statements or the surveilence video. Ministry of Justice demanded information regarding the investigation after CHP Mersin MO Alpay Antmen tabled a parliamentaary question about the torture. 3 months after the initiation of the investigation, on 21 May 2019, the Chief Public Prosecutor's Office requested for the first time the camera images of the suspects.

On 8 July, the Governor's Office of Van sent a letter to the prosecution to investigate the incident. The response included that there were cameras showing the vicinity of the Public Security Branch Directorate, but there were no cameras inside the building and that the camera recordings were deleted every 28 days, so that they had no images regarding the incident. Again in the Governer's letter, it was said that "There is no information, document or image that shows the suspect carrying out the alleged torture, therefore it is not possibl to detect the suspects".

It was learned that no further action was taken in the file and that no one was interviewed, even the statements of police officers who had detained the children who had been tortured were not taken.

It was also learned that the criminal complaint of Van Bar Association was not processed.
